As according to the agreement reached in 2015, in the presence of the Hungarian, Croatian, Slovenian and Bulgarian ministers and senior NATO officials and government officials, the Multinational Special Aviation Centre (MSAP TC) was officially opened in Zemunik on December 11, 2019. The purpose of the MSAP is to train multi-purpose helicopter personnel assigned to specialized aviation operations through a several week-long aviation training programme.

The inaugural ceremony was attended by the defence ministers of the four member countries, Tibor Benkő representing Hungary, Damir Krsticevic representing Croatia, Krasimir Karakacanov representing Bulgaria and the Slovenian Defence Minister, Karl Erjavec.

Furthermore, Camille Grand, NATO Assistant Secretary General for Defence Investment, the Commander of the NATO Special Operations Headquarters, Lieutenant General Eric P. Wendt and the Hungarian Ambassador, József Magyar also honoured the event.
